There must be a historical reason for that!

The idea of covering the head of a person is not a big deal during the early centuries, they do not cover the head of the person being executed by hanging. It is only the beginning of the 19th century, when they notice that some people especially women becoming upset or abnoxious about the appearance of the executed person(tongue being out of the mouth, eye's are so wide ...etc), they decided to cover the face. Since then the tradition was passed to generation to generation.

In the case of electricution, they have to cover it because of the amount of blood coming out of the mouth and eye's when someone is being fired upon with 3,000 volts inside his/her body.

There are three good reasons for hooding the prisoner. Firstly, in long drop hangings it is very important that the condemned person does not move at the last moment, just as the lever is being pulled - which could easily alter the position of the noose and thus cause them a slower death.
The second reason is to minimise rope burn and marking of the skin of the neck which is why the hood is generally put over the head before the noose. This also prevents the hood being blown off by the updraft created by the body falling.
Hooding also saves the officials, who have to witness the execution, from seeing the condemned person's face as they are about to die and after suspension.

actually, it's to protect the feelings of those witnessing the execution. the facial expressions made by those being put to death are pretty gruesome.

It seems like they try to make it less cruel for the person being executed, but I think it's to make it less cruel for the people watching.

Executioners don't want to see their facial expression.

It also makes it less personal.
