When a foreign country "conquers" to a another country, conquer means stealing land. And why the U.S. did not made Puerto Rico a 51 state?

PR is not a state because it does not want to be a state. It is not independent because it does not want to be independent. The US "keeps" PR out of a sense of obligation and responsibility. If the US were to cut PR loose from its ties, special status and federal funds the result would be catastrophic.

BTW Spain originally conquered the inhabitants of PR, which, by your definition, means Spain stole PR.

It is a long story, US invaded PR after the spanish-american war. PR remained under an american colonial regime for 50 years (1898-1948), In 1952 Puerto Rico created it's own constitution and Self government. Today PR is a country with a free association status with the US.
Puerto Ricans have rejected the US state option in many votes and the US has never offered that option also.

Puerto Rico had been a Spanish colony for 350 years till it was given to the US as part of the settlement of the Spanish American war...since 1953 PR has been a self governing Commonwealth ( as in not quite a state) of the USA...there have been 4 general votes since then by Puerto Ricans on what they want to do and it ends up each time as virtually tied between becoming a state and staying as a Commonwealth.... independence gets less than 10% of the vote.....so the Puerto Rican people, who are as American as people in Texas or California or Pennsylvania have it in their hands as to what they want to do.......apply for statehood or stay as they are.....

we started to i thin in the 80's but it got voted out.

As for why we took it, i think it was from the Spanish American war in 1900. Spain i believe was using it as a base.

Its a Common Wealth just like the B.V.I, its not like they arent free to do what they want to in PR. PR doesnt want to be a part of the U.S anyways.
