i came from a small city and everybody knows me! well not literally but i can't walk two blocks without seeing a cousin or a friend or classmates. because most people in my place born and raised in the same area, they may go some other place but they always go back to their home town where friends and family live. i think the same reason as your gf.
like my fave song that goes:

You must realize that one small town or city in the Philippines will consist of several smaller communities called barangays or barrios and most of those contain groups of people who are related in one way or the other, each family and neighborhood being with in such close proximity and the fact that most of those families and neighbors have spent several generations living together, everyone does know everyone else (or at least almost everyone) Take me for example, I married a lady from a small town on Leyte, I know a few people in her home town but very few, however, most everyone knows who i am when I visit. If they do not recognize me right away then all I have to do is mention my wifes name or her family name and it suddenly hits them, They almost always say, Ahhh you are the kano that married into that family. Its very common for everyone to know everyone else or to at least know them by sight.
As for visa processing, it can be a long drawn out process, depending on how you go about it and which type of visa you are applying for. If she applied for a visitors visa, the process could take from 6 to 9 months, longer if there are problems.
If she applies for a fiancee or spousal visa the process could be much shorter but again it depends on the fact that there are no problems with her paper work and or interview. The immigration and visa processing rules seem to be changing frequently so you are better to ask this question to someone who knows about these things. you see, some small towns in the philippines have very few residents. that's why people tend to get to know each other, even if they were not related. although most of the time, those residents are related themselves. the parents tend to settle on the town and their children get to marry someone from that town also.
also, obtaining a US visa is very hard because of the very strict consulate in the country. if you really want her to go to the US, it will be much easier if you sponsor her. even marrying the woman may expedite the application but in no way the visa will be granted that easily.

if its a small town, people would indeed know everybody, even in other countries including the USA, which also have small towns & are in the same situation, for people are people, where ever they may be.
what visa is she applying for? for of course there are different types & each one have its own share of requirements & yes drama.
& seeking professional help may be needed for certain cases & depending on the circumstances.

in the rural areas, people are closely knit and often are blood relatives, near or far. what she said is true. in my dad's and mom's (different) place everyone knows each other. i have not been rooted to either so i don't know all of them but practically everyone knows that i am mr/mrs' daughter.
the enigma of not knowing anything about your next-door is something that comes with being in an urban area.
i am not in the position to answer your next question but do know that there are literally thousands of Filipinas in USA.

Lugait, mis. orriental is next to the "dalipuga" the last place in iligan city lanao del Norte. Lugait is a municipality which not that many people lived in...I lived in iligan city which is 15 minutes in max to ride a taxi going to lugait.
