I think it's an offensive phrase. But i wanna know the meaning of it.

I believe it has two meanings...
One is racist... meaning that your in trouble and you are being jugded as a black man (obviosly and old saying)
The other one is sexual... meaning your penis is rather large

BOTH possible meanings are racist!
Back when black men were slaves, people assumed the only reason a white girl might have sex with them is if they were 'well hung' - had a big dick. Now, people who pass on the myth that black men have larger ***** often imply that they haven't got looks, personality or brains - but they must have a dick!
It is, however, possible that the phrase in question was not an attempt to refer to the expression/myth literally - it could refer to black men being executed, and may only use the same words for effect.
