They are already 4 yrs. devorced and his x-wife has already a new family in Texas, USA. If we plan to get married here in the Philippines, are we violating any law?

No, he doesn't have to process an annulment anymore since the marriage didn't happen in the Philippines and since his marriage with his ex-wife (which you clearly stated is divorced for four years) transpired in Texas, USA. here's a link you might find helpful: http://www.chanrobles.com/executiveorderno209.htm. just search for the word "divorce"

None here! However Catholics have an issue sometimes if it isn't annulled but personally I could care less!
