yes y=x+3 is a linear equation. If you plug in numbers for y and x you will get a line. It won't be linear if it had exponent bigger than 1, then the graph would be a curve. Therefor it is linear.

For an equation to be linear the slope should be constant
In your equation the slope ( change in Y over change in X) is 1, which is constant. Therefore the eqaution is linear
