does it mean it gives the computer 133mhz, or it needs 133mhz to run? or what?

Memory has to the be rated for the speed at which data can be written and recovered. This could be done in micro- or nano- seconds per read/write but it is more useful to invert that and give a speed rating that can be compared to the computer's clock speed. Today we have computers where the central processor is clocked at 1GHz and more. But memory commonly does not run that fast because to the wires needed to connect to it and the reaction time of the flip-flop memory cells that make it up. So the processor is doing internal math calculations and moving data around in its own high speed internal memory very fast and when it needs to get something to memory, it slows down or waits until the data is settled. Since the program commands come from memory, the system cheats by having sections of memory pulled into fast cache memory in chunks by a separate little processor that tries to keep up with main processor's needs.
Every memory module has a READY line that keeps the CPU waiting until the data has settled into place or has been pulled out for export and is not changing. Slow memory slows the computer.

133 MHz basically represents at what frequency the RAM operates at. PC133 replaced the old PC100 RAM that is still in use today. If you have a system that only runs PC133 RAM, then all you can replace with PC133 compatible ram..

133: this number is speed of bus on which memory is operating.

133 mhz would be speed, not memory. 133 mhz probably refers to RAM, which is not so good anymore.
