What are the issues attached to the EPIRA Law of the Philippines?

Other issues are attached to the law and what problems are caused..

Haven't got a clue, sorry. Although if they took 1166 out of 1832 we'd have 666 and no one would vote for that. Wouldn't it solve a lot of problem?
