Kind of a wide open question that would be better if made more specific.
It depends ...
1) what is your idea of livable wage
2) based on what level of skills/education
3) family situation (how many people must the job support)
In short, with no details to go on ... unskilled jobs in the Eugene area tend to be minimum wage, and it is very difficult to live on minimum wage even as a single person with no children.
Skilled worker jobs pay better, but can be difficult to find in the "livable wage" category ... say over $15 an hour.
If you have experience, not just training, in heavy equipment operation and/or trucking, you stand a good chance of finding a job with livable wage. Best if you have 5 years+ exp.

Actually Oregon has a pretty good standard wage basis. The minimum wage is also higher than many states at about $7.00 an hour. Oregon also has no sales tax and Eugene has a good public transit system, generally a nice albeit liberal place to live.
