i have seen it before. Kinda creepy.

It is called Halo or Corona.Halo is caused by refraction of sunlight by ice crystals from a cirrostratus cloud .A carona is caused by diffraction by water drops from an altostratus cloud.The colour sequence of Halo is opposite to that of Carona.These rings were earlier considered as an indication of an approaching storm.In fact, it is not so.

It's caused by high-altitude ice crystals in our atmosphere. They act like a prism to the light coming in from the sun, and since that light source is circular you see a ring around the sun. Usually such a circle around the sun (..or moon..) comes a day or so before a down turn in the weather.
