WHen I used to purchase class sets of books, I'd always start at the used bookstore. If you live in a big city that has several used bookstores, even better. Check the thrift stores, as well.
And don't rule out ebay.

Put in a request on donors.org. Explain what you need and how it will benefit your students. You can get most requests funded pretty quickly, especially if it's just one class set.
I also know a teacher who was able to get multiple class sets of novels for cheap ($1-$3 a piece) on Ebay. Good luck!
