I am 21 and just went from a 42 D to a 42DD. Is this normal?

It can be normal... breast tissue is fatty tissue and is affected by your overall weight. Breast size can also be affected by hormones (including pregnancy hormones.) ... It's also possible, if your new bra is made by a different manufacturer, that it's a small sizing difference.

Breasts can also "shrink" -- after losing weight, for example.

Yes this is normal. Your breasts will change for the rest of your life depending on your weight and other factors.

I've heard that in the early 20's, girls go through one last growth spurt. That might be what's happening.
