I have an abnormally high-pitched voice for a 31 y/o woman. Think of Elmo, and there you go. In all seriousness, how does one become a voice-over artist? Do you make a demo and just randomly mail it to studios?

The best thing to do is get some education under your belt that specializes in that line of work.

Other than that, you might try to locate an agent who can do all the leg work for you.

NO, you have to get a regular talent agent. You have to be a good voice actor. Make a demo tape and mail it to talent agents with a cover letter short and to the point that you have an unusual voice and would enjoy doing voice over and ask them to represent you. Legit agents do not charge. Of course you may or may not hear back. You need to be in the same city as the agent.
