It's something that happens when people who don't understand funds accounting in government get hold of financial reports they don't know how to read.

From time to time, expenses will be accumulated under a particular line item, while the breakdown that goes to make up the particular item is on another report that you have to know about in order to look it up.

This happens all the time in military and government accounting, and starts rumors like the "$12,000 hammer" and similar stories. Those reports are not supposed to get into the hands of the press or the public until they have been properly interpreted, but it happens.

So the truth is, they did not spend anywhere near that much. It was expensive, though. Nothing that goes into space equipment is from Wal-Mart.

They don't have toilets on space ships only disposal bins for absorbent napkins.
Hell, just imagine an astronaut sitting in a corner on a 14 million dollar toilet his buddies would die laughing.

I don't know the exact figures but, may be because that is the last thing you want to have fail around you when you are in space. You can't open windows, can't come down, and you will die from infections and disease because you have $hit flying around in the cabin. Does that answer your question?
