I think it greatly depends on what aspect of the music you're referring to. Vocals/guitar/bass/drums would differ significantly. All around most creative rock band of the 90's would be Tool, hands down!

in my oponion, the most creative band has to have different sounds in each of their songs

for the 90's, that would be either R.E.M. or soundgarden.

1st, soundgarden, look at spoonman, jesus christ pose, black hole sun, & outshined. theyre all completely different. spoonman has that pause in the verse to surprise the listener. jesus christ pose is just a great song with amazing drums by cameron and it is also cornells best vocal performance with soundgarden. black hole sun is rather slower and more of a smooth song than most others. finally, outshined has that amazing riff and the time signatures, not to mention how well they flow together. also, something to remember, sounding different is very hard for a metal band

now, R.E.M. whats the frequency? is like a power rock with heavy guitars. the end of the world is a faster song with speed vocals, you can call them, and hard-to-remember lyrics (hardest, i think). man on the moon is more slow & easy listening like black hole sun. the one i love is a change because it related to that special someone. shiny happy people is just a catchy song overall, as is stand. radio song is funny and tells how much worse music is becoming.

overall, R.E.M. gets my vote. just more distinction overall

Creativity in rock bands in the 90's goes to Metallica. If you didn't know, in the 90's Metallica toured with a full orchestra. If you'd like to hear it check out their album "S&M" (Symphony and Metallica)

Reel Big Fish by far.

Best Ska band ever, with some of the greatest (and funniest) lyrics of all time. They put on the best live show ever too. I highly suggest checking them out, and don't let people tell you that Sell Out is their best song, cuz they're lying. Check out:
