I am currently running for Freshman class president, however, there is another girl that looks alot like me, is the same ethnicity, and has the same last name! The worst thing is that she is running for president as well. How can I top her when getting more votes?

As I see it, you have two choices. One is to stuff the ballot boxes. Get some friends to be involved with the counting and either destroy some of her votes or add some for you.
The other option is to figure out a way to discredit her. This one requires you to be a little more creative. Tryi framing her for cheating on an exam or sleeping with a teacher.
If all else fails, be yourself and present a clear message of who you are and what you stand for. If the masses like it they'll vote for you

You really really need to stand out, both mentally and physically. Don't envy her if there are comparisons, move on with your confidence -- be focused on providing the school with a fresh start and a successful ending. Be the person that everyone can trust. I know high school can be a drag, but presidents get the peoples' consent and you're doing your job, you gotta be prompt and post lots of posters everywhere!!! =D

Find an issue that everyone would agree upon it and is possible, and make that the reason you would be the best president. Be the solution guy. Here's a hint, ask people what they think, people like that, it gives them a sense of participation.

Use your first name as part of your campaign. This will distinguish you from her. In Australia, the opposition leader Kevin Rudd is calling his campaign "Kevin07". He has a website and T-shirts and everything! You should do your best to out-charm her. Also, prepare your speech well, and deliver it confidently and flatter your audience, without making it look too deliberate, and people will remember it.

Just be your self. Meet the people. Let them get to know you. The differences beween the two of you will show in the election tally. Recruit friends to ge you name out there. Go to kinkos and make some posters to post as well....
