Bring light, cool clothing that you would use in the hottest of summers. Bring enough sets of clothes to last you about a week or even a little less than that.
You can get by footwear-wise with one pair of shoes packed and the one you wear for the trip. You might end up buying some pairs there, nice quality and great prices.
Bring your favorite shampoo and soap, because you might not find it there.
Bring some Philippine money if you can, it'll be useful in buying a cold drink to cool off when you arrive at NAIA. Bring US cash or your checkbook if you think you'll need cash while you're there, can exchange $s for PhPesos almost anywhere now.

You can buy everything in the Philippines. If you have to travel light, then travel lightest: bring only your travel documents, medicines that you are taking, if any, and just one (1) set of clothes other than what you are wearing.
Everything else, you can buy in the Philippines. If your suitcase is almost empty, then there is more space for the things you can buy, including the clothes that you can start wearing right here.

First off, check that your plane lands in Manila because the international airport in Pampanga is active. As for papers, the embassy would be the experts on those. Health-wise, there have been no reports of disease outbreaks although there has been reports of food poisoning in some areas mainly due to consumption of contaminated food. Since you are from the country, the best way to make your terminal exit would be for relatives to meet you at the airport. Unfortunately, taking a taxi from the airport can be quite expensive and if you are not careful, the fare can be quite unreasonable. Please contact family members here now, I am sure they would be very willing to greet you. Also while in the airport, there will be persons who take your photos for "keepsake". You are not obliged to buy these from them. There are plenty of good hotels within walking distance from the US embassy. Be prepared though since it is now the rainy season and if you are coming somewhere in August, that's the time when storms really pound the country, especially the Luzon island.

You can buy all your essentials in the Philippines, so just bring a couple of clothing. Clothes are cheaper in the Philippines, and it would help if you just buy it there than to bring clothes. Shampoos, soaps, toothpaste, hair gels, and other beauty essentials can be easily found in koisks, so travel light!.

My main item that I bring plenty of is Avon Skin So Soft Bug Repellent. I went to Bagio and Cebu and those Filipino Bugs or Mosquito did little damage to my skin. I don't buy a lot of Avon products but Skin So Soft is the only product that's works for me.

Toilet paper. They don't have any in public places. HAHA Mosquito Repellant (they can smell new blood).

sunblock, lots of it. portable umbrella, or you can buy it there, you never know the weather there. insect repellent, a few sets of clothes, swimwear if you'd like to go swimming, medicine kit, and an adventurous spirit. :D

bikini... is a must. even if you're not beach lover, you'd be tempted! very light and airy clothes... so hot in here :)) books to read while you're travelling in case ud be trapped in heavy traffic in the city.... and another must... video camera/ camera ;)
