my honda 5 hp on a go cart wont idle steady revs up then goes down revs up then back down what should i do?

clean the carb and lap the valves

Most likely the carburetor needs to be cleaned. Remove it, take it apart and soak it in a good parts cleaner. Blow it out with compressed air and reassemble with a rebuild kit. What is happening is, it is trying to die and the governor is opening the throttle to keep it running. It could be an adjustment issue.. Try adjusting it first and clean it if that doesn't work.
