For a LCD, pixels per inch.

For a CRT spot size.

To measure focus (clarity) you need a camera with a graticule and a way to detect the 50% brightness contour. For an LCD this is going to be almost exactly the same as the pixel size. The non-reflective screens may blur the image very slightly, but probably by less than the space between sub-pixels.

The problem with CRTs is the quantization effect of the shadow mask making it hard to get a consistent spot size measurement. Minolta did come out with a focus meter a few years back that used magnetic fields to wobble the spot and measure the spot size more accurately, but I do not know it it ever really took off as a main stream device.

Without having two or more images to compare
to, there is nothing to say if the picture is good or bad- has clarity or does not have clarity- you said A measure of clarity.
