If it's that hard, I would leave the tarp off. Or merely throw it over the best you can after the car is in the garage.

Sounds to me like if you crawl all over your car a scrape the sides of your garage, the car probably isn't worth putting a tarp on in the first place, but whatever............

Who is your insurance carrier? Is it thru the apartment complex? If so, bypass the manager and file your own claim. I've had renters insurance in the past and it covered everything except motor vehicles regardless if they were under the roof or outside in the yard. Plastic hung from the ceiling won't handle the weight of the water. You'll be better off using large Rubbermaid containers to set on the floor then placing boxes stuck in large leaf bags on top of those. Put the heavy stuff in the containers and lighter items in the boxes.

Cover the car first, then hit the garage, then put a claim in to the insurance company,lol, that seems to be the American way.lol You will have a new car, and a bigger garage.
