What does the cable on it look like? I cant figure it out, is it power supply fan? Where does the black and white cable hook into

Most PSU power switch is a large white molex-type plug. Usually 4 female ends that plugs into your motherboard. If you have your motherboards manual, look in there. If you don't, but you know the model number, look it up. If that still doesn't work, you can sometimes read the actual motherboard. Most of them will tell you, albeit in very small letters, where the plug plugs. But it should be pretty easy to spot. It will be the only place to plug that sucker in. :P

its a DC fan
chk out the voltage settings
and connect it to the power supply
red 12 VDC more likely this one
or
yellow 5 VDC

if it is a AC fan just place a diode in series with the fan from PS
