No, it is not a sentence. At least not a complete sentence. I suppose famous writers could use it in their work. Go. Go where your heart is. Go. Go. Go. A sentence needs a subject and a verb.

Yes, it is. A sentence needs a subject and a verb. In the sentence "Go." The verb is go and the subject is whoever you are talking to and is implied. So if you told "TOM" go. Then tom would be the subject even though you have not used it in your sentence. It is implied.
