If you wanted to build a new house, or add an addition to the house you own, where would you go to get permission? What codes would you have to follow? What state are you from?

You need to apply for a "building permit."

It is not a state issue. It is a county issue.

You must check with your county to find the office of licensing, permits, and codes (It will have a specific name or title).

This office is usually located near your county courthouse.

They can tell you everything you need to know in order to be in compliance with their rules and regulations regarding building permits.

Building permit at City hall, inspection department.
Go to City hall and they will tell you what to do.

If a contractor is doing the work, he should be geting the permits.
