OK what do you mean by warts? Are they big or small? How long have they been there?
Look up genital warts. You should be able to find pics of symptoms. It is caused by a virus and if you have that then it's an STI, go see your doctor.
Other than that, if it's just tiny little bumps all over, that's normal. I don't know exactly what they are but AFAIK all women have that, it's just what the skin down there is like.

You do not get warts from being dirty. They are caused by a virus. The human immune system takes quite a while, sometimes up to 2 years to recognize and get rid of warts. Ask your doctor for medication.

Um, I guess I'd have to say that warts are not normal. Go to the doctor right now.
