Because central Texas is located in the western portion of the Central Time Zone, the sun isn't at its maximum height, and therefore, maximum intensity, until about 12:30 PM (1:30 in the summer).
So on a relatively cloudless summer day, the earliest you'd see a high temperature would be sometime after 1:30. Given that many materials like land and buildings retain heat, you'll likely see the temperature peak a few hours after that, say 3:30.

Between 3pm and 5pm is usually the hottest. During the really hot summer days the heat does not go away very quickly. It can still be well over 90 degrees f. after 9 pm.
