it changes the pitch of the notes depending on how much pressure you push (or pull) it with. it's just a quick way to shift notes that would be otherwise boring into something different.

I'm not a guitarist but my daughter is and she has told me that by pushing down on the bar, it actually lifts the strings off the bridge, thereby creating even more options with sound effects. However, she also said that using it too much will wear out the strings quicker.
