Its hard to pick out gifts for anyone.
It is esp hard for someone else to suggest gifts for someone, esp a 21 year old.

Belt
Shirts
Music Cd's
Bill Fold
Shoes
If he likes sports..
Golf- buy him a club or give a gift card.
Any other sports- His favorite team (souvenir) type items.
You could take him out for dinner.
He is having a surprise Party for his 21st?
