A govt employee can be removed for cause -- for breaking a rule or violating a law or regulation.

There are specific privileges that apply, mostly statutory -- at the federal level, for example, someone cannot be sued in civil court for actions which arise directly out of the performance of their job, unless the person broke the law while doing their job.

There are many specific examples and exceptions -- it all depends on the jurisdiction and the situation.

Some government employees can be removed from office through a legal mechanism, such as an election, recall, impeachment, etc. Appointed public servants generally serve either for a fixed term or at the discretion of the appointing authority.
Public servants, in almost all cases, cannot be prosecuted for what they did while carrying out their duties, unless they broke a law.

A gov't worker can be removed for cause. I think you may be thinking of diplomatic immunity here.
