I feel that they should only be limited if they "disturb the peace".

It depends what "rights" you're talking about.

That's much too broad -- disturbing the peace can include any conduct that a significant portion of the community doesn't like.

Peoples' rights and freedoms should only be limited so that they do not cause actual harm to anyone else, or actual harm to property belonging to someone else -- or when there is no other possible way to prevent a significant harm to society.

Disturbing the peace is nowhere close to that line.

When they are not legalized citizens Of this country,or any other for that fact! Domestic violence for sure,drinking and driving!
