This is a CRT based monitor?

If so then what I suspect is they you are getting a flashover.

The inside of the CRT is a vacuum, but usually some junk is left in there. If this manages to get up into the area of the electron gun it can cause a spark between the different electrodes. When this happens the electron beam that makes the picture stops for a moment and you get a black line across the screen.

This is not particularly good for the monitor, but it is not too bad. Your screen should remain usable for a while, but it is going to be annoying and you probably want to start looking for a new monitor before it starts getting worse.

Is there a cell phone near it...or another electronic device. That may be why.
