Yes, but they have to abide by the rules of the country they want to live in. Different countries have different requirements, but a US citizen can definitely live in many other countries. Students often go to college in other countries, missionaries live in other countries for years, military families move to other countries, rich and famous people often live in other countries, and more.

I know American citizens who have lived out of the country for 25 years. You may live outside of the United States as long as you wish if you have the proper visa for the country you are living in.

I've lived up to five years outside the US. Generally, it was for between 2-4 years. I've done it numerous times, throughout the last twenty years. I've lived in Europe, Asia, and Latin America. I've had no problems whatsoever.
