The Firefighters, who survived 9/11, Rudy is basing his ENTIRE campaign upon have turned against him - NOT to support ANY other candidate - ONLY to ensure he does NOT get elected.
They've exposed his complete lack of preparation, complete disregard for safety when personal profit was an option...

I think it is extremely unfair to expect Rudy to appeal before he has been charged or convicted.
Giuliani was resurrected from a well deserved political oblivion by 9/11. He had been rejected by his own party for another run at mayor, and was playing out the string while his wife divorced him for adultery. He has ridden Osama's coattails for several years, but they will take him nowhere.

Got good press after 9/11, became known as "America's Mayor", TIME magazine Person of the Year in 2001, Knighted, seen as a unifying figure, an independent Republican who is credible on terrorism and national security, a guy that could appeal to moderates and independents.
That's his considered appeal. I'm not saying my opinion about him or anything.
