im 16 and i live in pennsylvania, if i move to colorado next year would i still be able to drive.. or would i have to redo everything (re get my permit and have to get the required hours before i get my license again like i never even got it anyways?)

You trade in your PA license for a Colorado license. You'll need proof of residence, and an Affidavit of Liability and Guardianship from your parents: http://www.dmv.org/co-colorado/apply-license.php#Requirements_for_a_New_Resident_with_an_Out-of-State_License

You will need to change you license within a reasonable time (most states it's 60 to 90 days). Some states only make you take the written exam, but others make younger drivers retake the road test. Doubtful that you would need a permit, since you already have a license. Check the Colorado DMV (MVA) web page.

you will still have a license, there is a section at the dmv for people to get a new license that moved from another state. Thats real common for them.

Most states require you to take their written test and get a new license, but there is usually a grace period.
