You cannot just get a subpoena out of the blue.

You have to be involved in a specific court case as a party, and the subpoena must be relevant to your case.

Then, you go to the clerk of the court where your case is set, and you apply to the clerk for a subpoena -- or if necessary, to the judge (depending on the circumstances).

Most procedures are done through the Provincial Court or its equivalent, depending on the country.
