Most jurisdictions allow (and actually advise) women to not pull over when the road is dark or deserted, and to drive to the nearest highway patrol or police station. That way, if it is a police officer, they can say they didn't pull over for their own safety.

It's also a good idea to NEVER pull over for an unmarked car;
ask for badge numbers and ID before opening your car window, and not getting out of the vehicle (ask them to call for backup and a female officer) and keep a cell phone handy to verify the information given to you by the officer.

Those instances are very rare (though over-covered by the media when they actually *do* happen).

It is almost always easy to tell between an impostor with a single rotating red light on the dashboard, and a true unmarked car (which will generally light up the target car like the frickin' SUN).

If you are sure enough that it is an impostor to take the consequences for failure to yield to an emergency vehicle if it's not, then continue driving in a safe manner to a well lit, populated area before stopping.

Never ever pull over in a dark area.
Never ever pull over for a car that has only a dash light.
If you have questions, call 911 and ask if they have anyone trying to pull you over.
If you are stopped or blocked in, remain in your car and wait until a marked police car arrives on scene.
If you are new to an area call the local police and ask if they use unmarked cars to pull people over.
Remember at any time that you have a question about the person attempting to stop you, call 911.

Don't pull over for unmarked vehicles unless you do so in a public place, where others are. If you are not sure it is a legit police officer, and you have a cell phone, call 9/11 and tell them of this concern, and if it is verified to be a legitimate cop, ask the dispatcher to inform the police officer of your inquirery, to let him know why it took so long for you to stop.

If a woman suspects that the it is a fake policeman, she should drive either to a police station or to a well-lit crowded area before stopping.

Get to know your local police. Know what their uniforms look like, know what cars they drive, know what the emblems and badges look like. If you see flashing lights and you honestly believe it's fake, call 911 and ask them for verification.
