Bush does and should get blamed for his actions.

Congress should (but rarely does) get blamed for their actions.

Bush should not (but often does) get blamed for things he was not personally involved in.

The thing is -- Bush is an individual, Congress is a group -- it's harder to point to a group and hold them directly accountable -- and too easy to shift blame within the group.

Because most people find it easier to blame a single person than a whole group. But really, both are to blame.

Democrats keep pushing back the time-line on when they'll obey their '06 promises "...it's only been 100 hours, 30 days ,3 months" etc."

Expect to hear "It's only been 2 years" not to far in the future.
