As used by the Joker in the Batman movie, which is where I think it originated, it seems to be just a taunt, along the lines of "hey, have you ever been in a really seriously scary situation where you don't know what might happen?" Dancing with the devil is scary enough in sunlight, but doing it in pale moonlight is probably truly spooky!

I don't think it's a reference to some other phrase we should know.

I think it means that Jack Napier is about to shoot you or someone you love. Jack will later become the Joker, you then probably need to become Batman.
