If you No Nothing about all of what you need I recommend
Yahoo's Geocities, they offer
Domain, names
Web Hosting
and the Software to design, develop, and maintain your site.
Then once you get your feet wet you can use any software, Dreamweaver, Frontpage, or any other you choose.

Dreamweaver .... cool tools on it ... works with servers ,hosts at the same time 3 different modes to work on one of the best web editors out there .

Definitely use Dreamweaver! it is what the pros use (well most of them)!!
