Here's the answer:
It's Austin AND Kane.
Austin: Most eliminations overall. Most wins.
Kane: Most eliminations in a single rumble.
Most consecutive Rumble appears.
(9 in a row, and that's just with the Kane character. He's been in 2 others)

The most records i believe that been hold by Stone Cold Steve Austin cause he has won the Royal Rumble 3 times(1997,1998,2001).
He also hold the record with most eliminations in all of the Rubles with 36 eliminations..
And he is the first in another category along with HBK & Hulk Hogan that won the Royal Ruble in 2 consecutive yeras(1997,1998)..
