Generally speaking, tap water anywhere in the United States is safe to drink. Sometimes, in the aftermath of big storms (like hurricanes) or floods, tap water may be temporarily unsafe; in those cases, authorities generally issue what's called a "boil order", which means you need to boil any water intended for human consumption for a certain amount of time before you drink it. These orders are well-publicized, and should be easily found on local television and radio stations, as well as the local newspaper. If you live in a different country, then different rules apply, of course.

Drinking water from somewhere else can trigger your genes to change your biochemistry. This is not common but possible and usually not good. You can get a water tap from amazon or just boil water for 10 minutes.

Not in Malaysia but when I was a kid, I didn't really care. Malaysians water are mainly from groundwater hence they felt there's no need for proper filtration systems. In Malaysia, the water are always at ambient temperature, which allows bacteria to remain there always.
