^_^ Oooh, I can think of a few sites I go to.
Everyone has listed http://www.gendou.com, but there's also another site listed below.

It goes from not just anime, but video games as well. If you register on their forum, you can access some other uploads that members themselves want to share with the community.

I believe you may have to register on their forums to download their massive list, but that may not be.
My only advice is just know your series or artist, and you'll be fine. Also, some fansites designed for specific anime
(Bleach, Naruto, Sailor Moon, etc) Most likely carry OST/MP3 downloads on their media pages!

However, what I do know is that you should be able to get them from popular fansites of the anime that the song is from. For example, I got the song 'Yellow Moon' by Akeboshi from a Naruto fansite. Good luck!
