I don't know why he's not in the TV. The first time I went to the TV he was in it. Maybe you must go to all the other rooms first or maybe you must have the national dex. Try going to the TV at midnight if nothing helps. If all of that doesn't help, maybe you must have Haunter, Gastly and Gengar's data in the pokedex.

20:00 to 5:00, in the nightime in the GAME. It's best to change the time to midnight then go to the TV, catch it, than reset the time settings.
