I will say "state".
Happiness is a state of mind, you realize that "hey , today - I feel happy"
Man does not dwell on his path too much, he can constantly divert his route , turn around, look back , do a complete reversal, etc." He has all these options available to him, having been granted "free will".
There are religions who profess that happiness will follow you once you have found the path to the right salvation, and therefore you must be filled with bliss anticipating the glory at the end of the road.
If you believe that , and some do, then so be it. If others will call you delusional and they appear happy themselves without being in that same path as yours, shrug it off and just be yourself. We are all different.

There's this right path that leads to happiness; So happiness then is a state achievable through one's effort. Once we're happy, the path we've taken shall be a pattern of journey for those having influenced by our happiness...And they too shall find that state of happiness like we did.

Lasting happiness is found in the appreciation of the path.
The happiness sought in states is fleeting and quickly followed by boredom.

It is both, and neither. But you have to be there to get it. And when you finally get it, you would have realized you didnt need it after all.
