Do you need a T1 for some reason, as opposed to a less expensive DSL line? Are you looking for a service agreement with guaranteed SLAs?

For the price you pay for most T1 providers, you can get a reasonable cable or dsl service and sometimes even faster speeds for that price. The major difference that lies between cable/dsl and a T1 is that a T1 typically a business level service with a service level agreement (SLA). SLAs indicate a minimum bandwidth guarantee and response time in the case of service outage or repairs. Because they are mostly business grade, it includes a static IP address and more uploading bandwidth then basic residential packages.

Static IPs and uploading bandwidth are benificial if you're hosting a server or website. This is because direct connections to a site works best when connecting to the same IP address on a consistant basis. More uploading traffic allows more visitors to your site without being denied for exceeding your current bandwidth restrictions.
For the price you pay, these features are nice but not always needed. Also, there is business grade DSL/Cable that would also include similar based SLAs and features discussed above. Check the link below, it provides information regarding various ISPs and services they may offer.
