Fish can drown (it is really suffocation though) if there isn't enough oxygen in the water, their gills are damaged, if the water is too polluted, or if they are Anabatoids (like Bettas and Gouramis) who depend on atmospheric air for respiration.

not really but think about this a minute if you swallow water and get it in your lungs you drown right take a fish out of water he drowns. why ?? we breath air fish breath water but not in the same way people breath air. fish use their gills that flapy thing on the sides of their heads to extract oxygen from the water some fish can breath air only certain ones Hope this was of some help

uhm..
Fish do drown..especially when there is some problem with the gills, for the species who "breathe" with special gills, they would be a lot hardier, but yes they do drown..
There's also another about "swim bladder" problems, the fish can't seem to swim well and floats vertically or stays by the substrate..
anyway..

Betta fish can if they don't have access to atmospheric air. They breath oxygen through an organ on their heads called a labyrinth.

I wouldn't call it "drowning" in the sense that when people drown their lungs fill with water, but yes fish can die from lack of oxygen.

They can't really drown... but if they don't get enough oxygen in the water that can kill them.
