I have a bathroom window big sized. My brother painted around the sills or whatever you call it, and it's now sealed shut the last 3 hottest months. There is no fan or air conditioning in the bathroom, and he comes over does his #1,2 and the toilet doesn't work, so it's non flushable. This is not his room, and I have told him to unseal the window or break the glass or something for air and told him not to go to the bathroom in there.
Is he sick or crazy. I need help. Who do I call to undo the window?

Get a screw driver or a putty knife and scrape away the new paint around the window edge that loosen the window. If after you done that and still can't open, get a crowbar wedge it on the base of the window and fry it open. Have a room deodorizer handy.

call a handyman. or, you could try to use a razor knife and cut through the paint.
