Bathroom Window Sealed Shut in 110 Degree Heat.?

I have a bathroom window big sized. My brother painted around the sills or whatever you call it, and it's now sealed shut the last 3 hottest months. There is no fan or air conditioning in the bathroom, and he comes over does his #1,2 and the toilet doesn't work, so it's non flushable. This is not his room, and I have told him to unseal the window or break the glass or something for air and told him not to go to the bathroom in there.

Is he sick or crazy. I need help. Who do I call to undo the window?

You can probably unseal it yourself. Get a putty knife and go around the window where he painted it between the window and window sill. Or a knife will also work. Just keep working around it until you get it loose.

um?? u sleep interior the bathing room? pry the window open your self. you dont want your brother's permission. he feels like an fool besides. what could ensue is u could die of warmth exhaustion, however i dont understand how plenty cooler it gets with an open window no remember if that's one hundred ten exterior
