I think time travelers are sworn to secrecy before they set out just so they do not tell the future to people they meet.
Just like on an airline ticket there is a Contract of Carriage printed on the back of each time-travel ticket and that is where the restrictions could be found.

yes i am a time traveler, well i don't know where to begin really, you should be more specific on what you want because i have to travel to that specific time to answer your question.
