My friend's car has been impounded three times in the last four weeks. It costs about $300-$400 every time to get it out. I know she has not been resposible but this seems excessive. She doesn't even want to get it out this time. She just got it out two days ago.

She keeps getting it impounded, it will cost her the same every time. There is no "limit" on excessiveness. You would think after the first time at that amount of money she would learn her lesson. Tell her to quit doin what she is doing to get impounded and take responsibility for her actions.

No limit so every time your friend parks where she is not supposed to she will get her car impounded. She needs to start parking legally and they wont impound her car.

Each time she parks illegally is a separate infraction and she is being punished each time.

If someone kills 3 people, serves their time for each and is released, should they have a free pass to kill again?

Same thing.
