You may be knowing that warm,damp air is lighter than dry air as warm air can hold more water vapour(than cold air) which is a gas and is lighter than air.Cloud contains very tiny water droplets, which were formed by the rise of this warm,damp air and the subsequent condensation of the water vapour on very tiny,light dust particles called condensation nuclei.If anything floats in the air,definitely it must be lighter than air.As long as the cloud and the air that it is made of ,are warmer than the outside air around it,the cloud floats.Due to some reason, if the water droplets merge together and become big drops,they fall as precipitation.

Clouds are composed of billions of very tiny water droplets that are suspended by the rising air within the cloud. Water vapor is lifted by some mechanism such as being blown up the side of a mountain, or lifted by a front, until it cools enough that the vapor condenses into very small water droplets. Fog is essentially the same thing, except on the ground.
